Schools are in a Losing Battle with Public Utility Companies

Tennessee K-12 schools continually struggle to keep their educational budgetsfrom being swamped by overhead expenses. After personnel costs, utilities alwaysrank among their highest mandatory non- productive, expenses. Compared to other utility customers, schools are particularly vulnerable as utilities have relentlesslyincreased rates and implemented self-serving charges. Squeezed by chronically tight school budgets, inadequate state modernization programs and tax- averse citizens, schools have been unable to keep pace by adopting incremental energy saving improvements that likely partially defend other utility customers. When the utility increases charges or implements a self-serving policy, the schools are nearly defenseless.
